The main information

The Center of Public Diplomacy of the Volgograd State University was established by order of the Rector of the Volgograd State University V.Tarakanov in accordance with Order No. 01-07.1-49 dated 01/23/2015 on the basis of an Agreement between the Municipality of the Hero City of Volgograd and the Federal State Educational Institution of Higher Education «Volgograd State University» dated 02/03/2015 for the development of Volgograd, promotion of its scientific, economic and human potential at the regional and international levels as well as the promotion of socio-cultural and other significant projects of Volgograd State University.

The purpose and objectives of the Center's activities

The purpose of the Center's activities is to create and promote an attractive political and socio-economic image of the city of Volgograd at the regional, national and international levels.

The primary objectives of the Center are:

  • creation of strategic prospects for the innovative development of the city of Volgograd on the basis of international cooperation in the context of globalization;
  • strengthening and multiplying the long-standing traditions of friendship and interaction between peoples in the name of common humanitarian ideals;
  • involvement of civil society institutions to implement the principles of public diplomacy;
  • maintaining the achieved level of mutual understanding and expanding international relations between modern youth and future generations of Volgograd residents;

October 31, 2015 II International Twin Cities Forum «Political Solutions and Sustainable Development of Territories»

Reports and presentations were made by: A. Kosolapov, Head of Volgograd city (Russia). «Prospects for the development of Volgograd as the capital of public diplomacy», I. August 19, 2016 The International Conference «For a Peaceful Future», dedicated to the ideas of world peace, is held annually in memory of the victims of the atomic bombing of the Japanese city of Hiroshima during World War II.

January 24, 2018 International Scientific and Practical Conference «Stalingrad is a symbol of heroism, patriotism and unity of the peoples of Russia and the world». April 6, 2018 Round table «Globalization and regionalization in the modern world in the focus of public diplomacy».

April 6, 2018 The conference «Russia - Azerbaijan: yesterday, today, tomorrow».

During the conference, reports were heard on Russian-Azerbaijani relations in the XXI century, interregional relations between the Russian Federation and the Republic of Azerbaijan. The speeches on the modern development of Azerbaijan and the status of the Russian language in the republic aroused great interest. The event was attended by numerous guests: Ivan Radko, Head of the Youth and Tourism Committee of the Volgograd City Administration; Deputy of the Volgograd City Duma Elena Voznesenskaya, as well as Chairman of the Council of the Volgograd public organization «Union of Kalmykia – Volgograd» Gennady Koshelev.

The conference was organized by Elena Fedorovna Parubochaya, Director of the Center for Public Diplomacy, and Dunya Akhadova, Executive Director of the Volgograd branch of the Azerbaijani youth association «AMOR».

April 27, 2018 Round table at the Center for Public Diplomacy

A round table «Politics and History: Public Diplomacy as a resource of stability and good neighborliness» was held at the Center of Public Diplomacy at Volgograd State University. The participants were teachers and students of the Volgograd State University and the Volgograd Institute of Management of the RANEPA. Sergey Morozov, Associate Professor of the Department of International Relations, Political Science and Regional Studies, made a report on «State and Public Diplomacy: does modern World Politics have a historical perspective». Yuri Vetyutnev, Associate Professor of the Department of Theory and History of Law and State at the Volgograd Institute of Management of the Russian Academy of Sciences, spoke about the international treaty as an instrument of peaceful cooperation. Richard Arami, Professor of the Department of Philosophy and Sociology at the Volgograd Institute of Management of the RANEPA Danakari, touched upon the topic of the civil nation and the relevance of the depoliticization of ethnicity. After the presentations, a discussion took place, the participants expressed their thoughts and ideas about the policy and prospects of public diplomacy.

June 27, 2018 The Japanese delegation visited Volgograd State University during the 2018 FIFA World Cup. The visit of Japanese fans.

June 27, 2018 On the eve of the match between Japan and Poland at the 2018 FIFA World Cup, a delegation from Japan visited Volgograd State University. The guests from the land of the Rising Sun came to Russia as fans to support their country's national team. The visit to Volgograd included acquaintance with the cultural and historical sights of the hero city, as well as with the leading university of the city. The Japanese delegation expressed interest in Volgograd State University and the Center for Public Diplomacy. Fans from different Japanese cities got acquainted with Russian students, and also met with activists of the Center of Public Diplomacy and volunteers of the Volunteer Center of the 2018 FIFA World Cup. The meeting included a presentation of the activities of the Volga State University Center of Public Diplomacy, projects and events implemented by the Center with Japan with the support of the Volgograd City Administration. Activists of the Center of Public Diplomacy, interested in developing ties with Japan, demonstrated their knowledge of the Japanese language by greeting the guests of the university. The meeting was held in a friendly atmosphere, Russian students and Japanese fans were able to chat and take a lot of photos. At the end of the event, guests from Japan donated a large Japanese flag to the university.

July 22, 2018 Slovak schoolchildren visited the Volga Public Diplomacy Center

On Sunday, July 22, 2018, a delegation of schoolchildren from the Slovak Republic visited Volgograd and Volgograd State University. During the visit, high school students of Slovak schools who study Russian as a foreign language visited the Volgograd Public Diplomacy Center. The guests were presented with a presentation on the activities of the Center for Public Diplomacy. It paid special attention to international conferences organized by the staff of the Center in cooperation with the municipality of Volgograd, as well as projects to popularize and promote the ideas of peacemaking, tolerance and international friendship. The students and their teachers were very interested in the story about international cooperation and internships of the Center's staff and students of the Volgograd State University. At the end of the meeting, Slovak teachers and students asked questions about the prospects for the development of the Center's international activities. At the end of the meeting, the staff of the Volgograd State University Center of Public Diplomacy presented the guests from Slovakia with methodological manuals on teaching Russian as a foreign language and other gifts.

THE CENTER FOR PUBLIC DIPLOMACY TOOK PART IN A SKYPE CONFERENCE WITH THE ORGANIZATION «MAYORS FOR PEACE»

On July 31, 2018, the Center of Public Diplomacy became a platform for holding a Skype conference. The staff of the Center, second and third year students of the Bachelor's degree program «Foreign Regional Studies», as well as representatives of the Department of Foreign and Regional Relations of the Volgograd City Administration and the Volgograd-Hiroshima Friendship Society took part in this event, held by the international organization «Mayors for Peace». In the first part of the conference, the participants of the youth exchange program of the organization «Mayors for Peace» presented their reports. Representatives of the Brazilian city of Santos, Manchester (Great Britain), Tehran (Iran), Barcelona, Granollers (Spain), Bamenda (Cameroon) and Mitaka, Taito, Takayama (Japan) in presentations reported on the activity of their cities to promote the ideas of universal peace and talked about the prospects for the development of the peacekeeping movement. Volgograd participants of exchange programs since Hiroshima Director of the Center for Public Diplomacy, Associate Professor of the Department of International Relations, Political Science and Regional Studies Elena Parubochaya, expert of the Center, assistant of the Department of the Ministry of Foreign Affairs Nikita Piskunov and 3rd year student of the Department of the Ministry of Foreign Affairs Ivan Loktionov informed about the activities to promote peace initiatives in Volgograd. In addition, a film by one of the students of the Volga State University was shown. Impressed by the lecture on the tragedy in Hiroshima and Nagasaki, Nikita Babenko, a student of the IOPR Department, edited a film about the common tragic fate of Hiroshima and Stalingrad during the Second World War. The Skype conference brought together numerous foreign participants from cities located in different parts of the globe. Their representatives in their activities are aimed at promoting peace initiatives. During the meeting, it was possible to exchange views, ask each other questions and get answers.

THE CENTER OF PUBLIC DIPLOMACY OF THE VOLGOGRAD STATE UNIVERSITY HELD SEMINARS «HIROSHIMA PEACE STUDY COURSE» WITH STUDENTS OF THE VOLGOGRADE STATE UNIVERSITY

In November 2018, the staff of the Center for Public Diplomacy of the Volga State University conducted a series of seminars «Hiroshima Peace Study Course» in order to promote peace initiatives. These events were attended by students of the 3rd and 4th courses of the Bachelor's degree in International Relations, as well as students of the 4th year of the Foreign Regional Studies course. Such events are held by the Center for Public Diplomacy of the Volga State University not for the first time, and traditionally attention is paid here to the tragic events related to the atomic bombings of the Japanese cities of Hiroshima and Nagasaki on August 6 and 9, 1945. Employees of the Center for Public Diplomacy of the Volga State University – Director, Ph.D., Associate Professor E.Parubochaya and expert N.Piskunov in 2016-2017. participation in internships under the programs of the peacekeeping international organization «Mayors for Peace», we were able to work in the secretariat of this organization, communicate with the surviving eyewitnesses of those events. During the first open seminar, N.Piskunov told the students about his internship and showed materials and photographs, as well as video materials obtained during the internship in Hiroshima. During the second seminar, E. Parubochaya and N. Piskunov showed students a film about the devastating consequences of atomic bombings, books and other visual aids telling about those tragic events were demonstrated.

Conducting seminars «Hiroshima Peace Study Course» is one of the integral areas of work of the Center for Public Diplomacy of the Volga State University, whose important task is to promote peace initiatives, ideas of tolerance and building peaceful interethnic and intercultural dialogue.

AT THE CENTER OF PUBLIC DIPLOMACY, SCIENTISTS AND PUBLIC FIGURES DISCUSSED A COMMON PATH TO PEACE WITH POLITICIANS FROM GERMANY

The Volga State University hosted a round table «Public diplomacy as a common path to peace» with the participation of the parliamentary delegation of the Die Linke political party and the Rosa Luxemburg Foundation from the Federal Republic of Germany, as well as the administration of Volgograd and the scientific community of the university. The event was organized to strengthen international cooperation between Volga State University, partnership relations between Volgograd and the Volgograd region, as well as the development of public diplomacy.

On October 3, 2018, more than twenty representatives of the Left Party of Germany, as well as ambassadors of the Rosa Luxemburg Foundation, including Chairman of the Board Dagmar Enkelmann and head of the branch in the Russian Federation Kerstin Kaiser, arrived at the building of the Scientific Library of the Volgograd State University. The meeting was held on German National Unity Day.

The round table began with reports on the problems of modern confrontation. Many agreed with the writer Daniela Dan and later returned to what she said in her report on the chances and experience of civil society in the pre-political space. She raised the issue of media coverage of military operations. According to Daniela Dan, the media uses facts that are not always reliable and can distort the picture of what is happening.

Dagmar Enckelmann, Chairman of the Board of the Rosa Luxemburg Foundation, spoke about the activities of the organization, which is engaged in political and public education, promotes international understanding and cooperation, supports gifted and active young people, science and research through scholarships, and also shares the interests of the Left Party.

At the round table, it was said that in the context of modernity, in order to maintain peaceful relations between countries, it is important to turn to history, which helps to realize mistakes and accumulate experience. And it is extremely important to maintain scientific and cultural ties.

October 31 – November 1, 2018 International Public Diplomacy Forum «Dialogue on the Volga: Peace and Mutual Understanding in the XXI century». The event was prepared and conducted by the Department of Foreign and Regional Relations of the Volgograd City Administration together with the Center for Public Diplomacy of Volgograd State University. More than 100 foreign delegates from 20 countries gathered to participate in the forum: Great Britain, Germany, the USA, Turkey, Japan, Nigeria, Ivory Coast, Slovakia, the People's Republic of China, Azerbaijan, Cyprus, the Czech Republic, Greece and others, as well as representatives of government authorities and public organizations in the regions of Russia. In addition, this year the forum became the venue for the 29th General Assembly of the International Association of Peace Messenger Cities. At the end of the meeting, the participants signed a joint resolution of the International Forum of Public Diplomacy «Dialogue on the Volga: Peace and Mutual Understanding in the XXI century». It calls on cities around the world to actively contribute to the process of consolidating peace in international relations in accordance with the Sustainable Development Goals.

THE CENTER OF PUBLIC DIPLOMACY SUMMED UP THE RESULTS OF ITS WORK IN 2018

On December 27, 2018, the final meeting was held at the Center of Public Diplomacy of the Volgograd State University. The results of the Center's work for 2018 were summarized. It was a special year for Volgograd, the celebration of the 75th anniversary of the victory in the Battle of Stalingrad, one of the most tragic and fateful pages in the history of the Second World War, took place.

Many events of the Center were timed to this anniversary date: the International online conference «Action of Peace and Harmony Heirs of Stalingrad» with the University of Ostrava (Czech Republic) (Volgograd, January 22, 2018), with Samarkand State University (Uzbekistan), Vanadzor University (Armenia).

One of the most significant projects was the participation of the Center in the XIII Competition of social and Cultural projects of PJSC «LUKOIL-Nizhnevolzhsknefteprodukt» in the Volgograd region. Within the framework of the nomination «Spirituality and Culture», an international competition of creative works of students and schoolchildren of the graduating classes «Memory of Stalingrad» was organized. The main objectives of the competition are: increasing social activity and affirming the civic patriotic position of secondary school students, students of secondary and higher educational institutions, strengthening the status of Volgograd as a center of public diplomacy through the dissemination of information about the most important moments of national history, updating objective coverage of the events of the Second World War, as well as the historical role of our country in realizing the beginning of a radical change in the the course of the war. Schoolchildren and students from different regions of the Russian Federation, as well as foreign participants sent their works to participate in the competition and only the best essays were included in the collection «Memory of Stalingrad».

On December 27, 2018, a festive awarding ceremony was held for the participants of the project, the director of the Institute of History, International Relations and Social Technologies E. Vasilyeva addressed the guests, teachers of the Department of International Relations, Political Science and Regional Studies noted the importance of this competition. Among the guests of the meeting were schoolchildren and their parents, representatives of the Republic of Kalmykia, who came to present diplomas and collections of essays. The guests expressed their gratitude to the Rector of the Volgograd State University V.Tarakanov and the entire university administration for supporting the project.

The director of the Center for Public Diplomacy, E.Parubochaya, spoke about the contribution of PJSC «LUKOIL-Nizhnevolzhsknefteprodukt» in the implementation of the grant project, about the financial support of the company for projects of the Center for Public Diplomacy and the Department of International Relations, Political Science and Regional Studies, such as the Volgograd International Model UN. The support of the Stalingrad Memory project has further strengthened the partnership between PJSC «LUKOIL-Nizhnevolzhsknefteprodukt» and Volgograd State University.

Within the framework of the event, the most active participants of the round tables held in 2018 were also awarded, among the participants were many foreign students of the Volgograd Academy of the Ministry of Internal Affairs of Russia, Volgograd State Medical University, Volgograd State Agrarian University, as well as foreign students and teachers of Volgograd State University. At the end of the event, the participants exchanged impressions about the projects implemented by the university in the past year, and an agreement was reached to hold joint events at the Center for Public Diplomacy in 2019.

THE MEP DISCUSSED THE DEVELOPMENT OF ACADEMIC EXCHANGES AT THE VOLGOGRAD STATE UNIVERSITY CENTER OF PUBLIC DIPLOMACY

A delegation from the Czech Republic visited Volgograd State University and the Center of Public Diplomacy. It included Jaromir Koglicek, a member of the European Parliament from the Czech Republic, Josef Skala, an adviser to the deputy of the European Parliament, Elena Vicanova, chairman of the regional organization of the Czech Union of Freedom Fighters in Ust-nad-Labem, Zdenek Valenta, a lecturer at the University of Jan Evangelista Purkin in Ust-nad-Labem, as well as documentary filmmaker Radovan Travnisky.

The guests met with the Rector of Volgograd State University Vasily Tarakanov at a meeting at the Center of Public Diplomacy, where they discussed the existing cooperation between Volgograd State and Ostrava Universities, the creation of a guide to Volgograd in Czech, and the interaction of public organizations of the two countries.

The students who attended the meeting were able to ask the guests their questions. They concerned academic exchange programs, the possibility of postgraduate studies at Czech universities and the study of the Czech language with native speakers in Russia. Students of the Volgograd State University, who have already visited the University of Ostrava for an exchange, shared their impressions, told about the difficulties they faced.

THE DEPUTY HEAD OF ROSSOTRUDNICHESTVO MET WITH STUDENTS OF THE VOLGOGRAD STATE UNIVERSITY AT THE CENTER OF PUBLIC DIPLOMACY

Volgograd State University and the Center of Public Diplomacy were visited by the Deputy Head of the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) Pavel Shevtsov. He met with the Rector of Volgograd State University Vasily Valeryevich Tarakanov, discussed the activities of Volgograd State University in the field of public diplomacy and the promotion of the Russian language and culture abroad. Pavel Shevtsov highly appreciated the work done by the university, in particular, the creation of the Center of Public Diplomacy Volsu, operating at the university since 2015, as well as the Russian language volunteer program «VolSU Nearby». The Rector of the Volgograd State University and the deputy head of Rossotrudnichestvo discussed the department's participation in the sixth forum of public diplomacy «Dialogue on the Volga», held in Volgograd. The deputy head of Rossotrudnichestvo also talked with students of the Volgograd State University. The students asked Pavel Shevtsov many questions concerning, first of all, the possibilities of students: internships and employment in Rossotrudnichestvo, the organization of joint projects, partnerships and volunteering. Foreign students were interested in the possibilities of continuing their education in Russia, employment in foreign representative offices of Russian companies, and so on.

THE CENTER OF PUBLIC DIPLOMACY VOLSU TOOK PART IN AN INTERNATIONAL ONLINE CONFERENCE DEDICATED TO THE 75TH ANNIVERSARY OF THE LIBERATION OF LENINGRAD FROM THE FASCIST SIEGE

Scientists and students of Volgograd State University took part in an international online conference. It was dedicated to the 75th anniversary of the complete liberation of Leningrad from the fascist siege. The conference was also attended by representatives of three universities of the Republic of Kazakhstan: Turan-Astana, Turan, Karaganda University of Economics. Marat Rakhimov, Chairman of the Commission on Spiritual, moral and patriotic education of the Bostandyrsky district of the Veterans Council, delivered a welcoming speech at the opening of the conference.

At the breakout session, the participants presented their reports. They raised important issues related to the study of the life of the besieged city during and after the Great Patriotic War. «The daily life of Leningrad in the first winter of the blockade (based on the materials of the diaries of residents of the city)», «Leningrad in the movement of twin cities», «The international significance of victory in the Battle of Leningrad», «Historical memory of the siege of Leningrad in public diplomacy», «The Battle for Leningrad: the problematic of the issue» - such topics were revealed in the researchers of Volgograd State University presented their reports. Recall that the siege of Leningrad during the Great Patriotic War was carried out by fascist troops from September 8, 1941 to January 27, 1944 in order to break the resistance of the defenders of the city and capture it. The Federal law «On Days of Military Glory and Memorable Dates of Russia» dated March 13, 1995 established January 27 as the Day of Military Glory of Russia, the Day of lifting the blockade of the city of Leningrad.

IN THE VOLGOGRAD STATE UNIVERSITY DISCUSSED THE RESULTS OF THE FIFTH ANNIVERSARY OF THE ENTRY OF CRIMEA INTO THE RUSSIAN FEDERATION

A round table «Crimea in the fate of Russiа» was held at Volgograd State University, dedicated to the fifth anniversary of the entry of Crimea into Russia. The round table discussed the development of tourism projects and the interaction of public organizations of the Volgograd region and the Republic of Crimea. Students of the Volgograd State University Department of Service and Tourism told about their experience, who in November 2018 took part in the work of the III All-Russian Youth School of Tourism, organized by the Federal Agency for Tourism Development (Rosturizm) with the support of the Ministry of Resorts and Tourism of the Republic of Crimea. The project of Vladislav Zabirov and Ilya Skorokhodov took the second place in the nomination «The best military-patriotic route». Kazbek Farniev spoke about the agreement that was signed in March 2016 by the Volgograd public organization «House of Friendship» with the House of Friendship of the Peoples of Crimea. The head of the House of Friendship highlighted in detail the events and projects implemented by public organizations to strengthen interethnic dialogue, shared plans for the future.

MEMBER OF THE EUROPEAN PARLIAMENT JIRI MASHTALKA VISITED THE CENTER OF PUBLIC DIPLOMACY

The round table «EU-Russia Relations» was held at Volgograd State University: the modern stage, at which MEP Jiri Mashtalka acted as an expert. The round table was organized by the Center of Public Diplomacy of Volgograd State University. The meeting was held in a dialogue mode: Volgograd State University students asked the invited guest questions about the relations between the European Union and Russia, the prospects for their development and points of contact, the upcoming elections to the European Parliament, and much more. The students were also interested in the opportunity to complete an internship in the European Parliament. Jiri Mashtalka expressed readiness for such cooperation and stressed that this is a great chance for young people to prove themselves, gain experience and make useful connections.

THE DELEGATION OF JILIN UNIVERSITY VISITED THE CENTER FOR PUBLIC DIPLOMACY VOLSU

As part of the cooperation agreement between Volgograd State University and Jilin University, a delegation of Chinese scientists visited the Volgograd Region on a working visit. The delegation of the Institute of Northeast Asia of Jilin University includes Director Yu Xiao, Head of the Department of History and Culture Zhang Guangxiang, researcher, Associate Professor of the Department of History and Culture Xu Jinqiu, employee of the Institute of Administrative Management of Jilin Province Ding Weiping. During the visit of the Chinese delegation to the Volgograd State University Center of Public Diplomacy, the director of the Center, Elena Parubochaya, presented to her Chinese colleagues the main activities of the data center, as well as its results.

THE JAPANESE DELEGATION OF THE HIROSHIMA PEACE AND CULTURE VISITED THE CENTER OF PUBLIC DIPLOMACY VOLSU

Volgograd State University hosted a joint event of the Center of Public Diplomacy and the Office of Foreign and Regional Relations of the Office of the Head of Volgograd, dedicated to the consequences of the atomic bombings of Hiroshima and Nagasaki in 1945. The invited guests were Japanese delegates from the Hiroshima Peace and Culture Center. They gave lectures to the students of the Department of International Relations, Political Science and Regional Studies of the Institute of History, International Relations and Social Technologies, students of the Institute of Philology and Intercultural Communication of the Volgograd State University, as well as schoolchildren from several educational institutions of Volgograd. In his speech, lecturer Tsuji Seiji spoke about the tragic events that took place on August 6, 1945 in the city of Hiroshima, as well as about the sad consequences of the bombing and the post-war life of victims of atomic explosions. In the second part of the event, lecturers Keno Hirose, Yoshiko Horimasu and Mitsuko Sako read the memoirs of survivors of tragic events. Students and schoolchildren also had the opportunity to read the memoirs of survivors in verse in English. In the final part of the event, all participants were shown a master class on making cranes out of paper - symbols of the memory of the victims of atomic bombings.

FIRST SECRETARY OF THE EMBASSY OF THE REPUBLIC OF KOREA KIM KI-HYUK VISITED THE CENTER OF PUBLIC DIPLOMACY VOLSU

A round table was held at the Center of Public Diplomacy of Volgograd State University with the participation of the First Secretary of the Embassy of the Republic of Korea in the Russian Federation, Kim Ki-hyuk. The event was attended by guests - employees of the Volgograd Korean center «Mirine», which promotes the Korean language and culture in Volgograd. Students and teachers of the Department of International Relations, Political Science and Regional Studies of the Institute of History, International Relations and Social Technologies, as well as the Institute of Philology and Intercultural Communication of the Volgograd State University were also present. The round table discussed the current relations between the Republic of Korea and the Russian Federation, as well as the prospects for further cultural and educational cooperation between the countries. Mr. Kim Ki-hyuk stressed that public diplomacy contributes to the growth and development of intercultural cooperation. Igor Kim, an employee of the Volgograd Korean center «Mirine», in his speech spoke about the cultural and educational activities of the center and presented the projects implemented by the Korean center. In the final part of the event, the students present were able to ask Mr. Kim Ki-hyuk questions about the prospects and features of cultural and educational cooperation between the Republic of Korea and the Russian Federation.

THE VOLGOGRAD STATE UNIVERSITY CENTER OF PUBLIC DIPLOMACY CO-ORGANIZED THE ROUNDTABLE «PUBLIC DIPLOMACY AS AN INSTRUMENT OF INTERNATIONAL DIALOGUE BETWEEN RUSSIA AND GERMANY» TOGETHER WITH THE ROSA LUXEMBURG FOUNDATION

A round table «Public Diplomacy as an instrument of international dialogue between Russia and Germany» was held at the Center for Public Diplomacy of Volgograd State University. It was held with the support of the Rosa Luxemburg Foundation and brought together political scientists, historians, sociologists and economists, experts in the field of international relations and representatives of public organizations. The round table was opened by the Rector of the Volgograd State University Vasily Tarakanov and the head of the Branch of the Rosa Luxemburg Foundation Kerstin Kaiser. On the first day, a panel discussion «Traditional and new challenges to the security of the state and society» was held. Alexander Shatko, representative of the Belarusian Republican public association «Belaya Rus», Peter Petrovsky, representative of the Center for Socio-Philosophical and Anthropological Studies of the Institute of Philosophy of the National Academy of Sciences of Belarus, Sergey Gavrilov, senior lecturer at the Department of International Relations, Political Science and Regional Studies of the Volgograd State University, made presentations. At the second panel discussion «The role of civil society in strengthening the Russian-German dialogue», representatives of the Brandenburg Municipal Policy Forum L. Amsel and K. Hock, as well as Alexander Kiselyov, consultant of the Regional Relations Department of the Office of Foreign and Regional Relations of the Office of the Head of Volgograd, made presentations. The experts discussed the role of digital technologies in ensuring political security, Belarusian peacekeeping initiatives, public diplomacy as the basis for partnership between Volgograd and German cities, and other issues. Yuri Starovatykh, head of the Volgograd Regional branch of the International Public Foundation «Russian Peace Foundation», Lyudmila Koshlakova, Chairman of the Volgograd-Cologne Friendship Society, expressed their opinions. The discussions were moderated by Elena Parubochaya, Director of the Center for Public Diplomacy, and Sergey Pankratov, Head of the Department of International Relations, Political Science and Regional Studies at Volgograd State University. The second day of the round table was held in the format of seminars, the active participants of which were primarily university students. Many of them had internship experience at German universities, which they shared with the German guests of the event. Sofia Fokina, a first-year student at Volgograd State University, made a presentation on «Social media as a way to develop public diplomacy among young people in Germany and Russia». The seminars discussed the role of the media and the public in relations between Russia and Germany, as well as the prospects of youth diplomacy in strengthening Russian-German relations.
